Determining If Your Product Falls Under EUDR Scope

EUDR affects seven commodities – cocoa, coffee, soy, palm oil, wood, rubber, and cattle –as well as select products derived from these goods. If an organization is placing in-scope commodities or products on the EU market, they will need to prove that the products did not come from plots of land where deforestation or forest degradation has occurred after December 31, 2020.  Read the EUDR adopted text here.

Commodities falling under the deforestation regulation scope can be identified using the eight digit Harmonized System (HS) codes used to classify most goods entering or exiting the European Union. HS codes align goods with a unique identifier or “customs code” used to determine which rate of customs duty applies and how the goods are treated for EU policies.  You can read more about the EU’s Combined Nomenclature here.

The following HS codes associated with products derived from the seven commodities identified in the EUDR are considered in scope of the regulation. Any product with an HS code not represented in Annex I of the EUDR adopted text is considered to be out of scope of the EUDR, and are therefore excluded from due diligence requirements set forth by the regulation.
